Sheer dress by jean paul gaultier classique (circa 1990s), made from lightweight, slightly purple-y blue nylon fabric with large white spots (or dots? never quite been sure of what makes spot a spot vs what makes dot a dot). It's probably best described as a shirt dress: it has a point collar, buttoned front placket, single breast pocket, and shaped, shirt-y hem (should know the name for this type of hem). Sleeves are short (perhaps almost half), and dress has very gentle flare.
